Clubs, teams, schools, regional and national selections in the traditional U-13, U-15, U-17 and U-19 categories for boys and girls. If you have a few players or female players who are older than this so that they can't play, or who make you "not fit" into one of the 17-19 categories, then there is a Men's and Women's OPEN category where anyone from 16 years old to "infinity" years old can compete. In the UNIVERSITY team category, it is crucial that the players are already students or have been accepted to a university (the team may or may not be made up of students from the same university-college).

The tournament was created in 2017 as a collaboration between Interamnia World Cup and the University of Teramo.

The "Handball Interamnia" sports-cultural association announces and organizes the "53th Interamnia World Cup - Memorial "Giorgio Binchi" - international handball Tournament, the participation of which is open to all youth teams - male and female - of provincial, regional, and national clubs or representatives, Affiliated to federations that are members of the International Handball Federation.
PARTICIPANTS
Players may take part in the Tournament if they have a valid identification document and belong to the following categories:

RULES OF THE GAME
The rules of the game of F.I.G.H., Federazione Italiana Giuoco Handball apply.
The criterion for scoring in the preliminary rounds shall be as follows:
- 2 points for every win
- 1 point for each tie
- 0 points for each defeat
In the final ranking of the preliminary groups, in the event of a tie, the following shall be taken into account in this order:
1. the results of face-to-face meetings
2. of the goal differences in face-to-face meetings
3. the most goals scored in face-to-face matches
4. of the total difference in networks (implemented and undergone)
5. the most significant number of networks deployed in total
6. of the draw
The criterion for scoring in the qualifying rounds (quarter, semifinal, final) shall be as follows:
- in case of victory = 2 points
- in case of lost = 0 points
- in the event of a tie = extend the game by 2 times of 5 minutes each
- in case of further tie = 5 penalty shootings are made by each team, to be run alternately by 5 different players
- If the tie persists = further penalty shootings shall be made indefinitely until one team is ahead of the other.

- Number 1 in the categories B–13 and G–13.

PLAYER RECOGNITION
Players
are recognized on the pitch by referees who may, if necessary, be
assisted by the pitch Commissioner; Every player is required to have a
valid ID with them.
USE OF PLAYERS
Each team can field no more than 16 players for each match.
Clubs participating in the tournament can have their athletes play in multiple teams but not in the same category.
Athletes
belonging to clubs with more than one team of the same category can be
employed in only one team and always in the same one, both in the
preliminary round and in the subsequent rounds.
In the Category B–13 (Under 13 Men) teams, female athletes are permitted to play, up to a maximum of three players.
All participants on the team roster are considered to have played for that team.
PRESS RELEASES
The
official press releases of the organizing company are intended to be
brought to the attention of the clubs participating in the Tournament
with their posting on the noticeboards prepared explicitly by the
organization in the Organizational Secretariat, as well as with the
publication on the website: www.iwcup.altervista.org in
which, during the Tournament, races results and ranking updates can
also be consulted; paper copies of official press releases can be
requested and collected from the Organizing Secretariat.

DELAYS - WAIVERS - IN-COMPETITION WITHDRAWALS
Teams
who, without justification, delay their presentation on the pitch by
more than 15 minutes, those who renounce, and those who withdraw from a
race that has started will lose the match with a score of 0-6 and be
subject to a fine of Euro 50,00.
Teams
who, for the second time, delay their presentation on the pitch for no
reason by more than 15 minutes or who renounce or withdraw from a race
that has started will lose the match with a score of 0-6 will be subject
to a fine of Euro 50.00 and will be deemed to have been withdrawn from
the Tournament.
COMPLAINTS
Complaints
must be submitted, in writing, to the timekeeper or the Organizational
Secretariat by the team leader within two hours of the end of the match
and be accompanied by the complaint fee of Euro 50,00.
Receipt
confirming that the 'claim fee' has been paid can only be requested from
the Organizational Secretariat, even after the deadline.
REFEREES
The referees are appointed by the F.I.G.H. Refereeing Sector.
MISCELLANEOUS
- The Organizing Society of the Tournament shall appoint field commissioners to assist the referees in recognizing the players and to report on the competition.
- Each team must present a list of their players before each match and hand it over to the 'table' where the scorekeeper will hold them.
- The players on each team must come to the field and make themselves available for identification by the Referees 10 minutes before the scheduled time of the corresponding race.
- The points and playing time count is checked by the scorekeeper indicated by the Organizing society or, in its absence, by the arbitrators in the event of any discrepancy regarding the actual duration of the match and the score acquired at the end of the race, the arbitrators' score shall prevail, as laid down in the general rules.
- The team first named in the tournament schedule must change the playing uniform if necessary.
- The Organizing Society shall appoint a single judge to approve the matches, take disciplinary action, and examine complaints.
- The Organizing Society shall not be held responsible for anything that may happen to players, managers, or companions before, during, or after the event.
TOURNAMENT FORMULA
In
categories B-OPEN – B-19 – B-17 – B-15 – B-13 – G-15 – G-13 preliminary
rounds, quarter-finals, semifinals and finals will occur.
In categories G-OPEN – G-19 – G-17 preliminary rounds, semifinals, and finals will occur.
After
the preliminary rounds, in each category will have further matches to
determine the final rankings in the remaining positions.
In order to allow more matches to take place, the teams in categories G_OPEN e G_19 in the preliminary phase are grouped in a single group called: Category G–Open / G–19 the subsequent semifinal and final stages shall be based on the same criteria as those familiar to the other categories.

The
teams of all categories, divided into groups, will play the matches of
the preliminary phase according to the Italian style formula (each team
meets the others in its group).
